公安工作是一个细活，作为一名公安局长，所要肩负的责任是方方面面。本片的主人公管红旗，在面对公安部部署的大接访工作中，由于落实上级指示精神不到位，行动迟缓、态度不认真、组织不积极等事实，省厅决定，按违反重大警务部署论处暂时停止管红旗局长职务。停职期间，管红旗从被动接访到主动走访，接触到了老百姓生活的方方面面，也觉察到基层工作的漏洞，以及造成的社会不稳定因素。面对老百姓的诉求和公安局长的责任，他毅然搬进信访办一住就是三个月。从肤浅到深刻到主动出击，最终让接访工作取得了非常突出的成绩。。We rely on our memories to tell us the story of who we are.
