解放重庆的最后一次战役打响后，西南特区代区长廖一潭部署渣滓洞白公馆特务和刽子手潜逃、潜伏等有关事宜，并全权负责指挥执行一项代号为C30计划的秘密行动。一直隐蔽在敌人内部、代号叫“山鹰”的地下党员将敌人行动目标通知了地下党后失去联系。刚刚建立的重庆市公安部长刘灿作出了三个重大决定：一是吸收地下党联络员黄菊芳加入公安队伍，尽快联系“山鹰”，二是启用伪警察赵金斗加入刑警队；三是组成敌特人员甄别小组。潜逃人员接二连三的袭击解放军，破坏市政重要设施，公安部损失惨重。绰号叫“猫头鹰”的刽子手，多次化装在市区出现破坏，却几次逃脱。周畅经过千辛万苦，终于把“山鹰”的情报送出，公安部周密部署，最后抓获了全部执行C30计划的刽子手。。讲述一群人因生命中各有损失而生活互相关联。。Danny Bishop is a gambling prodigy.
